A report commissioned by the Swedish Ministry for Industry, Employment and Communications to check the cost estimates made for the Malmö City Tunnel by the City Tunnel Consortium has found the costings to be sound, bearing in mind that they were made at an early stage of the project. The construction analysis was based on twin tunnels 4.8km long having a bored diameter of 8.7m and an i.d of 7.7m with a precast concrete lining. The decision to use EPB machines was confirmed as being the most suitable for controlling settlement and groundwater.

The group suggests adding an additional $19.7m to the original figures as an increased risk supplement, thus arriving at a figure of $850m at a 50% level of security.

It also agreed with the estimate of 3 years and 7 months for tunnel construction, but warned that obtaining permission for construction and environmental testing could delay the project past the proposed completion date of spring 2007.
