As part of its ongoing plans to improve the central motorway corridor in Auckland, Transit New Zealand, the state highway authority, is said to have approved plans for a US$146M, 430m long “partial tunnel” under Victoria Park. The tunnel has been designed to improve the traffic capacity between the city and the Waitemata Harbour Bridge.

Several options had been considered for the section that currently runs northwards on a viaduct towards the bridge. These included an additional parallel viaduct, partial, or complete tunnels for the entire road. The chosen partial tunnel option only carries traffic flows in a single direction, as opposed to both directions in the complete tunnel option.
