The letter was sent by a Quebec government lawyer to SNC-Lavalin, Dessau and Cima+, the three engineering firms that planned the Ville Marie repairs and were supervising the construction; and Laco Construction, the company that was doing the hydro-demolition. The government has announced that if the firms do not pay, they will sue.
