Foreign investors are being sought by the city authorities in Harib, capital of Heilngjiang province in north-east China, to finance and build a US$84.5M, 1.8km long four-lane highway tunnel under the Songhua river. Under the deal the Songbei New Zone Development and Construction Administration plans to award a 30-year franchise for the tunnel job. The Songbei administration believed the US$76M being sought from abroad would be repaid in 10 years.
