Latvia’s Riga City Council is planning to build a dual three-lane road tunnel under the Daugava river that is estimated to cost about $150M. Foreign banks together with Latvian credit institutions such as the Parex Bank are being invited to provide finance for the project. It is hoped the tunnel, running from Daugavgrivas Street on the left bank of the Daugava to Ganibu Dambis Street on the right bank, can be completed by 2005.
