He said work on the project commenced on 19 September 2005 and was planned to be completed on 18 September 2008, but due to revision of design after the introduction of a Revised Building Code (Seismic Provision) after a 2005 Earthquake, and also suspension of work at site for one year owing to military operation in Malakand Division in 2009, the government directed the contractor to convert the rail project into a road tunnel.
