The Abu Dhabi Projects and Infrastructure Centre (ADPIC) has partnered with The Boring Company (TBC), to explore underground transport, utility tunnels and other infrastructure solutions across the emirate.

The agreement was signed during the Liveability and Investment Exhibition (LIVEX 2026) in Abu Dhabi by ADPIC director-general Maysarah Mahmoud Salim Eid andTBC presidentSteve Davis.

The two organisations will assess advanced underground infrastructure solutions that could strengthen connectivity, reliability, and sustainable urban development. They will draw on international expertise and best practices in project feasibility, delivery and operational models, while supporting the development of local expertise. They will also assess Abu Dhabi’s potential role as a regional hub for advanced tunnelling and underground infrastructure solutions.

The partnership will focus on underground transport and utility infrastructure, with experts sharing knowledge on tunnel planning, advanced boring and construction techniques, safety, operations and maintenance, and the use of digital engineering and automation.

Chairman of the Department of Municipalities and Transport, Mohamed Ali Al Shorafa, emphasised infrastructure’s role in driving opportunity and urban growth.

“As Abu Dhabi continues to evolve, we remain focused on exploring new approaches that can optimise the use of space, strengthen connectivity across the urban landscape and support sustainable urban growth in a way that meets the needs of future generations,” he said.

“Our partnership with The Boring Company reflects Abu Dhabi’s ambition to combine long-term vision, innovation and global expertise to unlock new possibilities for infrastructure development. We view advanced technologies not as an end in themselves, but as a means of creating lasting value through enhanced mobility, more efficient use of space, greater capacity to accommodate growth and broader opportunities for people and businesses to thrive.”

TBC president Steve Davis said Abu Dhabi was an ideal environment to explore the next generation of underground infrastructure solutions, supported by its ambitious growth vision and commitment to advanced technologies.

“Through our collaboration with the Abu Dhabi Projects and Infrastructure Centre, we look forward to assessing how advanced tunnelling solutions can create new possibilities for transport and utilities, expand urban capacity more efficiently, and enable better use of available space,” he said.

ADPIC currently oversees an infrastructure portfolio of more than US$56bn and in 2025 supported the delivery of 100 capital projects.
