A Webuild and FCC joint venture have signed a €2.7bn (C$4.32bn) contract for the delivery of the Pape Tunnel and Underground Stations (PTUS) package of Toronto’s Ontario Line.
The contract follows completion of the development and advanced design phase, awarded by Metrolinx and Infrastructure Ontario in 2024, and marks the start of construction on a key underground section of the new metro line.
The PTUS package is one of the most technically complex elements of the Ontario Line and includes the excavation of two twin tunnels, each around 3km long, the construction of two underground stations, and a connection to the Toronto Transit Commission’s Line 2 subway to integrate the future line with Toronto’s existing transit network and improve connectivity across the city.
The PTUS package will be delivered under a Progressive Design-Build (PDB) model, which brings together the client, designers and contractors from the earliest stages of the project. The collaborative approach allows design, cost and construction methods to be refined as the project progresses, helping to manage risk and provide greater certainty during delivery.
Once completed, the Ontario Line will comprise 15.6km of track, 15 stations and more than 40 connections to the existing transit network.
